Converting a garage to an ADU is not a one-sheet job

Palm Beach County required a complete coordinated set — architectural, structural and MEP — plus a licensed PE stamp on applicable sheets before the ePZB portal would accept the application.

The challenge: the ePZB portal enforces specific document naming and organisation. The wrong file name returns an intake rejection before a reviewer ever opens the set.

We prepared the full package in five business days. The owner sent us the address. We handled everything else.

Lee County is the busiest permit county in Florida — 8,774 permits in 2025 — so reviewers expect a complete first submission. The homeowner’s plan from another service had been rejected: the impervious surface calculation was missing and the equipment pad wasn’t shown. We redrew it in 12 hours with the full F.S. 515.29 barrier documentation, equipment pad clearance, and impervious surface totalled at 44% against the 50% county limit.

This is the most common Broward pool rejection we see. The homeowner submitted a plan from a national online service labelled “48 inches minimum” — the statewide figure. Broward is HVHZ and requires a 5-foot barrier. We relabelled it “60 inches minimum (Broward County HVHZ)”, documented the 54-inch latch height, and added the HVHZ wind notation per Florida Building Code.

PROPERTY LINE vs SEAWALL SETBACK VERIFIED

Cape Coral has 400 miles of canals — more than any city in the world — and on canal-front lots the recorded property line sits landward of the visible seawall. Here the gap was 8 feet. The contractor had measured from the seawall, so the setbacks didn’t match the parcel record and the plan was rejected. We pulled the recorded plat, established the true boundary, and drew the 5-foot water-edge setback from it.

Approved on resubmission. Pool construction started within the week.

The homeowner had tried twice with a DIY plan and been bounced both times. We prepared the fence plan to FastTrack spec: correct file name, correct PDF layer structure, fence line with height, gate locations, corner sight triangle and easements.

The plan was drawn under SB 943 with 4-foot rear and side setbacks, one parking space, utility connection noted, and lot coverage at 38% against the 50% limit.

Sarasota County’s accessory structure threshold is 100 sq ft — not 120 or 200 like many counties — so a 12 × 12 shed needs a full permit. The homeowner had already placed it, a neighbour reported it, and the county issued a Stop Work Order. We prepared the after-the-fact site plan: footprint with dimensions, all four setbacks, distance from the main house, concrete block pier foundation noted, easements shown, formatted for Accela.

We coordinated a Florida-licensed PE review and stamp, noted Lee County’s 140 mph coastal design wind, listed Florida Product Approval numbers for panels and fasteners, and revised the slab anchor bolt spec on a stamped foundation plan.

The privacy fence was then drawn doing double duty as the F.S. 515.29 barrier at 60 inches, with gate swing and latch height documented.

This one needed the full set: site plan, floor plans, elevations, wall framing to carry the space from U garage occupancy to R-3 residential, electrical with AFCI and load calculations, plumbing isometric for the new bathroom, and HVAC with a Manual J for the newly conditioned space.

Naples is one of the few Florida jurisdictions outside HVHZ that routinely requires engineer-sealed structural drawings for a residential pool, on top of the site plan. This job combined the pool with a screen enclosure: site plan showing pool location with 5-foot setbacks all round, equipment pad and enclosure footprint, plus a coordinated PE stamp on the structural pool drawings and aluminium frame documentation.

We showed the equipment pad at 7.5 ft NAVD88 — above BFE — added the hydrostatic uplift note for the below-grade shell per the structural engineer, labelled the zone and BFE, documented the F.S. 515.29 barrier and matched ePZB document naming.

IMPERVIOUS SURFACE LIMIT — COASTAL ZONE

Clearwater is coastal and many lots sit close to their impervious limit already. At 400 sq ft this deck would have taken the lot to 52% — two points over the maximum. We ran the calculation during drafting rather than after submission, which gave the homeowner the choice to trim the deck to 360 sq ft and land at 49.8%. Submitting at 52% would have cost three to four weeks and a formal variance.

04Is a Florida permit site plan the same as a survey?

No. A survey is a legal document a licensed land surveyor prepares by measuring your property boundaries in the field. A site plan is a permit drawing showing where structures sit and where proposed work goes — it's typically built from survey data, GIS parcel records, or county property data, but it isn't the same document.

For most residential permits — pool, fence, shed, deck, simple addition — you don't need a fresh survey for a site plan. We use official GIS and parcel records, and incorporate your survey if you have one for extra accuracy.

05What is the difference between a site plan and a full permit drawing set in Florida?

A site plan is one drawing — a top-down view of where things sit on your lot. Almost every Florida permit needs one.

A full permit drawing set is a coordinated package of 15–30 sheets: site plan, floor plans, elevations, framing, electrical with load calculations, plumbing isometric, HVAC with Manual J, and a PE stamp on applicable sheets.

Simple permits — pool, fence, shed, deck — need a site plan only. New residential construction needs the full set: PE- or architect-prepared construction plans, a grading and drainage plan, and Manual J energy calculations. 06What is Florida Statute 515.29 and what does it require on my pool site plan?

F.S. 515.29 is Florida's pool safety barrier law. Every residential pool must be enclosed by a barrier that is: at least 48 inches tall above finished grade, has a self-closing gate that swings outward, is self-latching, with the latch mounted on the pool side at least 54 inches above grade.

Your site plan has to show compliance, not just state it — barrier line enclosing the pool, height labeled, gate location with swing direction, and latch height labeled. A note that just says "complies with F.S. 515.29" without the dimensions will trigger a correction almost everywhere in Florida.

Broward County exception: unincorporated Broward requires a 60-inch minimum barrier, not 48.

07What is Florida Statute 553.792 and how does the 10-day correction deadline affect me?

F.S. 553.792 gives you 10 business days to respond once a Florida building department issues a correction notice. Miss it, and the department can deny the application — meaning you start over with new fees and a new application number.

08What did Florida SB 943 change about ADU permits in 2025?

SB 943, effective July 1, 2025, set statewide ADU standards that local governments can't override:

  • Lot eligibility: most single-family lots now qualify, even where local ordinances previously said no
  • Owner-occupancy: no longer required statewide
  • Rental: local governments can't prohibit renting an ADU
  • Parking: max one additional space can be required per ADU

If your county or HOA previously told you an ADU wasn't allowed, SB 943 may have changed that. We check your specific parcel's eligibility before you order.

09What is Florida HB 803 and does it mean I don't need a permit anymore?

HB 803, signed May 7, 2026 and effective July 1, 2026, exempts certain residential work valued under $7,500 from permit requirements — but the exemption is narrower than the headlines suggest.

To qualify, the work must be residential-only, under $7,500, non-structural, and the owner must file a written exemption request with documentation. Local governments can still require permits for specific project types under $7,500 regardless.

Metal buildings, structural work, pools, fences, ADUs, and anything needing a PE stamp do not qualify for the HB 803 exemption. For most projects we handle, this law changes nothing — a permit and site plan are still required.

10What is the Florida Building Code 8th Edition and does it affect my permit site plan?

The FBC 8th Edition, adopted in 2023, is the current statewide baseline for all 67 counties — local amendments are allowed but can only be more restrictive, never less.

Its biggest change for site plans is adopting ASCE 7-22 for wind load design, replacing ASCE 7-16 — this affects metal buildings, structural additions, and any PE-stamped structural sheet. For standard residential plans (pool, fence, shed, deck), the required elements — setbacks, F.S. 515.29 compliance, impervious surface — stay the same.

11What is HVHZ and does it apply to my property?

HVHZ (High-Velocity Hurricane Zone) applies only to Miami-Dade and Broward counties — the only two HVHZ counties in the United States.

In these counties, every structural permit needs PE-stamped drawings, all materials need a Miami-Dade Notice of Acceptance (standard Florida Product Approval isn't enough), pool barriers must use NOA-certified materials, and structural plans need wind speed notation under the FBC's HVHZ provisions.

If your property is anywhere in Miami-Dade or Broward — including Miami, Fort Lauderdale, Hialeah, Pembroke Pines, Hollywood, Coral Springs, or Miramar — HVHZ applies. Palm Beach, Hillsborough, and every other Florida county are unaffected.

12What is the pool setback rule for Cape Coral canal lots?

Cape Coral has more than 400 miles of navigable canals. On canal-front lots, pool setbacks are measured from the recorded property line — never from the seawall face or the water's edge.

The property line typically sits 5–15 feet landward of the seawall. Measuring from the seawall instead produces a setback that looks larger than what's actually recorded — the single most common cause of Cape Coral pool permit rejections we see. We pull the recorded plat for every Cape Coral order to set the boundary correctly.

13Why does St. Petersburg have a 7-foot pool side setback instead of 5 feet?

St. Petersburg, in Pinellas County, uses a 7-foot minimum side setback for pools in standard RS-1 zoning — where most other Florida jurisdictions default to 5 feet.

This is a St. Pete-specific zoning rule, not a statewide Building Code requirement, and it doesn't apply in unincorporated Pinellas or other Pinellas cities like Clearwater or Largo, which use the standard 5-foot setback. Using 5 feet on a St. Pete plan will trigger a correction — we verify the specific city's zoning district, not a county average.

14What does Orange County's FastTrack portal require that other Florida portals don't?

FastTrack checks file naming at intake — before any human reviewer opens your application. A file named "SitePlan.pdf" instead of the required naming format gets an automatic intake rejection, regardless of how good the drawing is.

25Does building after Hurricane Ian require anything different on my Florida site plan?

If your Lee, Charlotte, Collier, or nearby-county property was classified Substantially Damaged from Hurricane Ian — damage over 50% of pre-storm market value — any improvement must bring it up to current flood zone requirements.

On the site plan: Finished Floor Elevation at or above current BFE, foundation type matching current AE/VE construction standards, and utilities shown at or above BFE. Post-Ian rebuilds in Lee County also need a flood elevation certificate from a licensed surveyor before the site plan can be finalized — we coordinate this as part of the order.

26What happens if my Florida permit site plan is rejected?
